Beginning January 1995, a new acting-president was appointed to administer the college. By that date, of course, the Report was written, save for a few, incomplete points. Consequently, throughout this Report, unless clearly indicated otherwise, all references to the college president, his practices, policies, and plans and to the college administration are to the previous president and his administration.
